5. Backup tapes of register are all stored at commission’s headquarters. Data could be lost in case the premises are destroyed or attacked.

6. No remote storage site for data. In the event of system failure, data recovery is compromised.

7. Excessive use of manual transfer of data by flash disks which could compromise data integrity and loss.

8. Poor records of deaths which makes it difficult to weed out dead voters from the register. Only biometric voter identification can stop them from voting.

9. Existence of double registrations in the register. Some people used both IDs and passports to register as voters.

10.502,409 voters have issues with their details ranging from non-existing IDs and passport numbers as well as mismatch in gender and names.

IEBC Has responded as follows
“The 13 ICT priorities of the General Election are found in out Elections Operations plan 2015-2017. The plan was allocated resources in the just ended financial yer to allow the commission to revamp its technology for the purposes of the General Election,” read the statement posted on social media.

According to the statement by IEBC boss Wafula Chebukati, the commission has already implemented some new security measures as listed below:

1. Establishment of modern data center that includes both primary and secondary.
2. Hardened security of databases for critical data.
3. Retained the services of reputable firms to provide technical support in ICT security throughout the election period.
